The system needs to know about any people within your organisation who may have a role in risk management even if they won't actually log onto the system.

	Active	Inactive
Notification users	May be assigned risks/issues and actions. May not log in.	May not be assigned risks/issues and actions. May not log in.
Login users	May be assigned risks/issues and actions. May log in.	May not be assigned risks/issues and actions. May log in.

Note

An inactive user may still own current risks/issues within the system which were created before the user was marked inactive.
